We were very interested in the innovative approach taken recently by Slough Council for adult social care procurement, as explained by Craig Brewin (Head of Commissioning), at the recent eWorld Procurement and Supply Conference.

At a time when there is so much fiscal pressure on local authorities it was perhaps surprising to hear that Slough adopted an outcome approach, accompanied by the open disclosure of their budget, to specifying their requirements for contracts in areas such as drug and alcohol treatment and services for people with learning disabilities.

How refreshing to hear of contracts being awarded having generated healthy competition, whilst compliant with public sector procurement regulations and without reference to price, purely based on the technical credibility and innovation of supplier proposals.

Whilst as yet to be proven successful for Slough Council perhaps more faith and effort should be put into selecting and managing competent and motivated suppliers to deliver on outcomes.
